Restoring China’s blue sky: Promoting heat reform and energy efficiency

This new documentary describes China’s Heat Reform and Building Energy Efficiency (HRBEE) Global Environment Facility (GEF) Project. The project was implemented by the China Ministry Of Housing and Urban-Rural Development (MOHURD) with financial support of the World Bank. The goal of the Program is to achieve substantial, sustained and growing increases in energy efficiency both in urban residential buildings and in central heating systems in China’s cold climate regions.

The northern China cities of Tianjin, Tangshan, Chengde, Dalian, Urumuchi, Wuzhong and Datong were selected to study and demonstrate improvements in energy efficiency in building envelope design, metering and billing practices, and automatic variable flow heating with optimal operational management.

The Project has helped develop national and local methodologies and guidelines for implementing reforms. It has also provided interesting tools that can be used to monitor and further reduce heat consumption.
