The French Minister of the Environment has appealed to municipalities with more than 10,000 inhabitants to establish heat networks.
Segolene Royal has pointed to the Ademe Heat Fund, which has already supported nearly 700 projects since 2009 while the National Union of District Heating states that it is ready to work on the formalities.
On the road to Arras (Pas-de-Calais) to inaugurate the installation of a biomass boiler connected to a heating network, Ségolène Royal took the opportunity to speak about the work of the Chaleur Fund managed by the French Environmental and Mitigation Agency. (ADEME), which over the last five years has given a boost to the development of renewable energies in the territories.
The minister said that this fund is “one of the operational tools for the implementation of the Energy Transition Law” which will enable the country to reach the growth objectives of the renewable energy share of the energy mix by 2020 (23%) then 2030 (32%). In particular, provision is made for the amount of renewable heat and cooling delivered by urban networks to be multiplied fivefold by that time.
As a means to that end the minister has called for the mobilization of municipalities with more than 10,000 inhabitants who are not yet equipped to plan a heat network.
The National Union of Urban Heat and Air Conditioning (SNCU) welcomed the announcement: “The launch of this call for mobilization is a strong signal to boost the heat networks, particularly for those 360 municipalities with more than 10,000 inhabitants without a heat network. This trade union notes that today half of the heat passing through the grids comes from renewable sources or from recovery. It underlines the enormous potential for development, everywhere in France, thanks to the mobilization of local resources (wood, waste, sewage treatment plants).
SNCU also announced that a mapping of the possibilities for installing or extending heat networks has already been drawn from a study carried out by the Setec Environment office and that it is made available to communities on request.
