Danish district heating – Latvia

In cooperation with the Danish Embassy in Riga, we hereby take pleasure in inviting you to take part in Danish District Heating Days in Latvia, 10-11 December, 2013.
Ambassador Per Carlsen will be head of the event, which is based on the National Development Plan of Latvia 2014-2020 and on activities proposed by the Latvian Ministry of Economics on allocation of EU funds for energy efficiency measures in district heating (DH) systems. Preliminary measures of EU funds allocate more than 53 million EUR to District Heating.
The event will provide Danish companies with a unique possibility to introduce their technologies, knowhow, solutions, and services to the relevant target groups prior to the start of the application
process for EU funds in 2014-2020, and will pave the way for Danish companies to take part in projects regarding District Heating in Latvia.
The event will run for two days, with the following preliminary program:
10 December
- Arrival to Riga by Baltic Air/similar
- Meeting with Ministry of Economics: EU Funds for District Heating Systems and possibilities for Danish companies to be involved in EU financed projects.
- Lunch (at own expense)
- Meeting with ‘’Rigas siltums’’. JSC Rigas Siltums is the main heat supplier of Riga. The Company is engaged in production, distribution and sale of thermal energy, and also ensures technical maintenance of inner heat supply systems in buildings. The Joint Stock Company Rigas Siltums manages and distributes 76% of the thermal energy in the city of Riga. 77% of the thermal energy is used for heating of residential houses and for preparation of domestic hot water. Total length of city´s heating network is about 900 km, 72% of which are owned by the JSC Rigas Siltums.
- Meeting e.g. ‘’Jelgavas Siltums’’ located 1 h drive from Riga or another Municipal company
- Individual visits to municipalities, municipal enterprises, energy companies, institutions, the Ministry of Economics etc. – to be specified by the Danish participants
- Dinner (hosted by the Danish Embassy for the Danish delegation and key persons from Latvia DH sector)
11 December
- Registration for seminar

- Welcome speech by the President of DBDH
- Company presentations of app. 20 minutes per company
- Lunch
- B2B-meetings between Danish companies and Latvian municipalities, enterprises, institutions, etc.

Seminar on “Energy Efficiency Within District Heating Systems”
The 10th and 11th of December 2013

Encouraged by the National Development Plan of Latvia 2014-2020, from 2014, the Latvian Ministry of Economics intends to allocate a significant amount of EU funds for projects in Latvia, which has the aim to increase energy efficiency within the DH sector (specific amount is not yet official).
Mitigated by this, DBDH in cooperation with the Danish Embassy in Riga arranged a seminar in order to facilitate a unique possibility for companies within the Latvian energy sector to be introduced to the Danish technologies, know-how, solutions, services, etc. This, in order for the relevant decision makers to initiate a bilateral dialogue prior to the commencement of the application process for EU funds in 2014-2020.

In Latvia in 2011, the length of the installed district heating pipelines constitutes in total app. 2,000 km, whereof 676 km are located in Riga. 663 boiler houses (heat plants) and 83 CHP-plants for DH generates the thermal energy for the DH-grid.
Most of these DH systems have been built more than 25 years ago, which gives an immediate rise to reconstruction projects. From the period 2004-2006, EU funds have financed the reconstruction of 50 km of pipelines, and from 2007-2013, funds have financed another 143 km. However, still many kilometers of pipeline, boiler houses, transmission- and distribution systems need reconstruction with the objective to increase energy efficiency.
The Royal Danish Embassy in Riga and DBDH hosted the District Heating days comprising a combination of specific plant visits (Rigas Siltums and Fortum Jelgava), Ministry Meetings (on The Danish Embassy in Riga), conference and B2B-networking sessions (on Maritim Park Hotel, Riga).
The objective for the Danish delegation visit was to share and discuss experiences on energy efficiency and introduce and share know-how within the field with the Latvian stakeholders. The task of the latter is to identify specific ways for the Latvian power plants, utilities, industry and other decision makers to implement energy efficient technology initiatives through projects with a shorter longer payback period.
